Qualifications

Engineering Design/Regulatory Affairs/Licensing

·         At Dresden, was technical lead for component-level design basis review (USQ) of non safety-related systems and outage work.   Implemented station program for ensuring design basis of these systems was maintained during their next outage. Documented review of over 7000 components against design basis, FSAR requirements, original system and component specifications and vendor-supplied data. 

·         Developed design change documentation for component replacements including 50.59 screens.

·         As Nuclear Project Licensing Engineer, Bellefonte and Yellow Creek Nuclear Plants, responsible for the coordination of all licensing activities with the Nuclear Regulatory Commission including the preparation of Preliminary and final Safety Analysis Reports and other licensing documentation, the presentation of testimony at various licensing hearings, and the conduct of all meetings with the NRC.

·         Interfaced directly with the NRC in resolving Environmental Qualification and Replacement Part issues at TVA.  Developed licensing submittals that documented resolution of issues.

·         Perform USQ/50.59 evaluations at TVA and Commonwealth Edison’s Dresden Station as required.

·         Project Licensing Engineer for Limited Site License Review to establish seismic design criteria.

Project Management

·         Project Manager, Bill of Materials (BOM) Project, Commonwealth Edison.  Responsible for production, technical quality, and day to day project management activities for $13 Million multi-site bill of material development project. The project completed on schedule and on budget.

·         At Dresden, was technical lead for component-level design basis review of non safety-related systems and outage work. ·         As Assistant Project Manager, BOM Project at DC Cook, supported the Project Manager in day to day management activities.  Prepared the BOM Self Assessment Plan, participated in the BOM Self Assessment, and drafted the Self Assessment Report.  Provided critical input facilitating the revision of the Safety Classification procedure. 

·         As Manager, Materials Management Services, TENERA, responsible for providing senior level materials manage­ment/materials engineering services to the nuclear industry.  Developed an Automated Procurement Engineering Database System Business Analysis/Process Re-Engineering and Software Requirements Specification and directed the development of a Windows based client-server procurement engineering/materials specification/bill of materials software application.

·         As Manager, Replacement Items Projects, responsible for managing the Replacement Items Project, a critical path program required to support the restart of the Sequoyah Nuclear Plant. Management of project activities required procurement and installation of the first LAN in TVA and the downloading and merging of PRIME maintenance history and corporate mainframe materials databases into a Dbase IV application. All restart requirements were completed on schedule and within budget.   Project staffing peaked at 150 personnel from 12 different contractors. 200,000 maintenance activities were evaluated to substantiate the qualification of the replacement parts and materials. Developed the methodology and directly supervised the implementation of the seismic sensitivity review for replacement items installed in safety-related components.  Responsibilities included development of the new engineering procurement program procedures and practices, training of personnel in the new procedures, and the implementation of the new program. The NRC termed the program as "technically the best in the industry" during their inspection of the program.

·         Responsible for the technical and economic evaluation of alternative energy sources and the integration of conservation and renewable energy sources into the power system models. Assisted in the power system model development and the nuclear plant deferral/cancellation evaluations.  As Power Supply Engineer, responsible for conducting the bid evaluation for a new nuclear plant and performing the technical and economic analysis of alternative energy strategies.

Supply Chain Management/Materials Management

·         As Manager of Nuclear Materials, responsible for managing the overall TVA Nuclear Materials and Procurement Program to support the total materials requirements at three plant sites and the corporate offices. Initiated and directed the performance of a System Requirements Analysis for a new Materials Management database system. Directed a materials business process streamlining project.

·         Performed materials process streamlining evaluation for the Palo Verde Nuclear Generating Station, identifying more than $34 million in savings. Led an assessment of Northern States Power's and Florida Power and Light's procurement program compliance with the comprehensive procurement initiative and regulatory requirements. Performed material evaluations and developed procurement specifications for a wide variety of materials for numerous clients. 

Reengineering/Management Assessments

·         As Manager of Nuclear Materials, directed a materials business process-streamlining project for the Nuclear Business Unit.

·         Performed materials process streamlining evaluation for the Palo Verde Nuclear Generating Station, identifying more than $34 million in savings.

·         Developed an Automated Procurement Engineering Database System Business Analysis/Process Re-Engineering and Software Requirements Specification and directed the development of a Windows based client-server procurement engineering/materials specification/bill of materials software application. Led a Procurement Engineering Streamlining assessment for Vermont Yankee.

·         At DOE Rocky Flats Environmental Technology Site, assisted multi-organization team in the performance of a materials procurement process reengineering project.

·         At Dresden, performed process improvement assessment and implemented improvement initiatives.

Quality Assurance

·         As Quality Assurance Technical Specialist, served as a "trouble shooter" for the Nuclear Quality Assurance (NQA) including NQA's representative to the Engineering Assurance Design Baseline and Verification Program oversight team at Sequoyah.

·         As Technical Advisor, Environmental Qualification Project, reported to the Project Manager and was responsi­ble for QC programs and procedures for the Environmental Qualification Project. Developed program documentation, engineering procedures, and interface requirements to assure integration of the program with site maintenance and operations programs. Through surveillance and quality circle concepts, assured that the implementation of the program met all quality and technical requirements. During their intensive inspections, the NRC termed the project "the best in the industry." The TVA EQ Program was responsible for the shutdown of the Sequoyah Nuclear Plant and the EQ Project was critical path for restart.

·         As Head, Quality Audit Group, responsible for managing a staff of technical specialists (chemistry, NDE, materials and welding, civil/structural, health physics, security, electrical, instrumenta­tion and controls) in the conduct of performance-based audits of the TVA Nuclear program. Certified lead auditor.

·         Performed QA Program Audits for ENTERGY and at DOE Rocky Flats Environmental Technology Site.

·         At D.C. Cook, prepared the BOM Self Assessment Plan, participated in the BOM Self Assessment, and drafted the Self Assessment Report. 

·         At DOE Rocky Flats Environmental Technology Site, developed the standards/requirements document for the packaging and transportation program. 

·         Lead audit of Nuclear Fuels core/fuel design activities including software validation, qualification, and Quality Assurance Controls.

Procedure development and training

·         At TVA Developed new engineering procurement program procedures and practices, training of personnel in the new procedures, and the implementation of the new program.

Procurement Engineering

·         As Manager of Procurement Engineering at TVA, responsible for managing the Procurement Engineering Program for all nuclear sites including providing standardized procedures, practices, and specifica­tions to ensure that a quality engineering product is produced in an efficient manner which satisfies all technical, regulatory, safety, quality, cost, reliability, and schedule requirements. This includes the support of the development of an automated procurement program and the development of an Action Plan for the engineering support of procurement that was directed at increasing material availability to support plant operations, maintenance activities, and reduce the impact of material restraints.

·         Led an assessment of Northern States Power's and Florida Power and Light's procurement program compliance with the com­prehen­sive procurement initiative and regulatory requirements. Performed material evaluations and developed procurement specifications for a wide variety of materials for numerous clients. 

·         Member, NUMARC Comprehensive Procurement Initiative Working Group.

·         Participated in the development of all EPRI procurement related guideline documents

·         Certified EPRI Procurement Module Trainer.

Information Systems/Software Development

·         Responsible for the acquisition and implementation of PC based local area networks and the development of the Standards Database Configuration Management Plan.

·         Provided direct support to the CIO and Information Compliance organizations at the Yucca Mountain Project in the areas of Corrective Action Item Resolution and Process Improvements.

·         As Data Manager, sourced, installed, implemented and managed the Enertia enterprise software package (an MS SQL Server 7 Application) for an oil and gas exploration and development company. Developed data base control and process procedures for all accounting and engineering modules and served as LAN/WAN System Administrator.

·         Served as LAN Administrator for Novell and Windows NT networks.

·         Developed an Automated Procurement Engineering Database System Business Analysis/Process Re-Engineering and Software Functional and Design Requirements Specification.
