Qualifications

Risk/Safety Assessment

·         Applied probabilistic risk analysis (PRA) in conjunction with Integrated Safety Management (ISM) for the River Protection Project –Waste Treatment Plant, RPP-WTP, design at the Hanford National Laboratory.  Responsible for ensuring compliance with the Authorization Basis and PSAR documentation.

·         Developed sections of the RPP-WTP PSAR, one of the Authorization Basis (AB) documents of the project.  Familiar with all aspects of the AB for the RPP-WTP.  Performed AB Maintenance compliance evaluations for proposed design changes of the RPP-WTP.  Familiar with USQ screening.

·         Led a data analysis effort to determine equipment failure modes and rates for BWR Individual Plant Evaluations (IPEs) at the Dresden and Quad Cities Nuclear Power Stations.  Extensive work with Safe Shutdown Equipment (SSE).  Familiar with Systems, Structures, and Components (SSC).  Extensive experience applying IEEE 500 failure and reliability data for fault tree development.

·         Supported fault tree and event tree development for BWR IPEs at the Dresden and Quad Cities Nuclear Power Stations.

·         Performed the IPEEE fire analysis for Sequoyah Nuclear Power Station.  Work included determination of USQ impacts, e.g. 50.59 evaluations.

·         Supported update of the Dresden, LaSalle, and Quad Cities Nuclear Power Station Probabilistic Safety Assessment (PSA). 

·         Responsible for the determination of applicable standards to comply with Safety Analysis Reports (SAR), law and contractual requirements at multiple Department of Energy facilities.  The subject matters included Configuration Management, Nuclear Safety, Management Systems, Decontamination and Decommissioning, Waste Management, Environmental Management and others for the Rocky Flats Environmental Technology Site and the Lockheed Pit9 Environmental Remediation Project.  These projects included identification and evaluation of applicable industry standards, Federal, State, and local laws, DOE Orders, regulatory agreements such as RCRA permits, TSRs and Technical Specification documents.  Developed familiarity with Safety Analysis documents including DOE Orders 5480.22, 5480.23 and DOE Standard 3009 and Quality documents such as NQA-1 and ISO-9000.

·         Managed a major electrical transmission grid assessment, Black Start Analysis, for Southern California Edison to insure adequate power recovery to nuclear power facilities in the event of a grid blackout.

·         Managed two independent fire analysis reviews to identify conservatism in the Individual Plant External Events (IPEEE) fire analysis for the Quad Cities Nuclear Power Station. 

·         Conducted numerous system walk-downs of commercial fossil and nuclear power plant.

Business and Construction Project Management

·         Prepared funding appropriations, developed contracts, awarded and managed $1,300,000 in new construction for a Water Treatment Facility and roofing project for a hazardous waste incinerator.  Responsible for configuration management of all project related design information.

·         Managed all phases of project design and construction activities for an emissions monitoring project and an acid transfer project totaling $3,400,000 at the Idaho Chemical Processing Plant.  Responsibilities included environmental activities (NESHAP, NEPA, and Environmental Assessments documentation) and system operational tests after construction.  Responsible for NQA-1 completion and review.

·         Design, awarded and managed a fast track dust transfer system for a hazardous waste incinerator. 

·         Managed $13,000,000 of asbestos removal and insulation work and developed cost estimating guidelines.

·         Managed an Internet software company's sales and marketing, technical services, and programming departments.  Developed and implemented sales goals, initiatives to increase the company’s worth and a web marketing process that doubled sales indicators.  Applied a web-based marketing process to international markets to increase sales and decrease sales staff workload.  Increased profit on software sold.  Developed and implemented a software testing program and issues tracking process.  Developed an Internet based helps/support program. 

·         Responsible for the startup and marketing of three companies including an Internet based business to broker retail prices for various industries, a retail sales company, and a technical consulting company.

·         Responsible for subcontractor (500 personnel) oversight with NIOSH and OSHA safety regulations.

·         Managed software production schedules for two software product updates and development of two new software products.  Development included a fast track production schedule to expedite new product development.

Asset Management

·         Developed and managed Economic Risk-Based Prioritization (ERBP), an assessment process to prioritize capital expenditures based on return-on-investment.  ERBP is currently being used to manage $2,000,000,000 in assets with an annual investment of $400,000,000.

·         Provided the National Security Agency with ERBP decision theory for a benchmarking effort to reengineer information management in the U.S. 

·         Supported development of a maintenance management program based upon PRA techniques for a 330MWe coal-fired generating plant.  This risk-based approach considered economic risk as the basis for performing maintenance.

Reengineering/Management Assessments

·         Supported the Lockheed Martin Idaho Technologies Waste Operations integrated planning project to develop a baseline schedule integrating activities both horizontally and vertically.

·         Supported a root cause analysis at the Quad Cities Nuclear Generating Station in preparation for NRC Diagnostic Evaluation Testing (DET).  The purpose of the project was to identify deficiencies in the station's safety and maintenance management.

·         Supported an independent audit of the Quality Verification, Self-assessment, and Issue Management functions at all six Nuclear Power Generating Stations and the Corporate Nuclear Oversight group for Commonwealth Edison Company.  The purpose of the project was to integrate safety, quality, and maintenance to improve generation capacity.

·         Reengineered numerous departments and processes including data analysis, sales and marketing, technical support, and asset management.

Startup Engineer

·         Responsible for new equipment startup and preparation of Operating Procedures for a $10,000,000 plant expansion at a RCRA/TSCA hazardous waste incinerator and remediation services facility.  The equipment included a dust collection system, solids material handling system, sludge feed system, and a site fire protection system.  Developed tests for and performed system operability testing on new equipment installations. 

·         Performed startup testing of a rapid transfer system for radioactive samples.

Procedures/Training

·         Developed Nuclear Maintenance and Hazardous Waste Operations and Training Procedures.

·         Developed a PRA technology transfer process for Commonwealth Edison Analysts. 

·         Developed and executed a training course for Commonwealth Edison, NUS, and Westinghouse for Data Collection and Analysis.

Environmental Compliance/Permitting

·         Responsible for RCRA Permit Application, Spill Prevention and Control Countermeasures Plan (SPCC), and Closure Plan accuracy for a RCRA/TSCA rotary incinerator. 

·         Responsible for plant and permit upgrades for a RCRA Trial Burn at rotary incinerator.

·         Responsible for environmental activities including but not limited to EAs, sample plans, CWA and CAA.

·         Extensive work with TSCA and RCRA regulations.

Corporate Negotiating

·         Developed and negotiated teaming arrangements with consulting competitors to provide the "best in class" proposals.

·         Developed teaming arrangements with two Indian Nations for the study of a spent nuclear fuel Monitored Retrievable Storage (MRS).

·         Negotiated contract change savings up to 60% as a project manager.

·         Developed and negotiated a teaming arrangement between large utility company and a major consulting company.
